AS16509 is where the majority of the world's cloud servers live. An address here is a server, a proxy or a bot (or a business VPN running on EC2) — never a residential user. Amazon publishes its ranges at ip-ranges.amazonaws.com with the region and service for each block.

Geolocation for AWS addresses maps to the region's city (Ashburn/Virginia for us-east-1, Frankfurt for eu-central-1, Sydney for ap-southeast-2) and is generally accurate at that level. AS14618 is Amazon's older ASN still used for some us-east-1 ranges.
